Academic Activities and Responsibilities
Terrence M. Mulligan DO, MPH, FIFEM, FACEP, FAAEM, FACOEP, FNVSHA, FFSEM, HPF received his medical degree in 1997 from A.T. Still University in Missouri. He completed a residency in Emergency Medicine in 2001 and a second residency in Osteopathic Manipulative Medicine in 2002 in Bronx, New York. He then completed a Fellowship in International Emergency Medicine at George Washington University in 2003, and completed a Masters in Public Health in Epidemiology and Biostatistics at George Washington University in 2003. In 2006, he completed a one-year Health Policy Fellowship from American Osteopathic Association, and in 2008, he completed a Fellowship in EM Administration and Management. He has completed graduate work at Erasmus University in the Netherlands in Health Economics, Policy and Law. He is double-board certified in Emergency Medicine and in Neuromusculoskeletal Medicine / Osteopathic Manipulative Medicine, and has completed four subspecialty Fellowships: in International Emergency Medicine, in Health Policy, in EM Administration and Management, and is a Fellow of the Faculty of Sports and Exercise Medicine for the Royal College of Surgeons in Ireland.

 

Dr. Mulligan is an Adjunct Professor in Emergency Medicine at the University of Maryland School of Medicine, Department of Emergency Medicine, where he was the Director of the International Emergency Medicine (IEM) program and the IEM Fellowship from 2006-2019.  He is also an Affiliate Faculty of the University of Maryland Institute for Global Health. From 2006-2010, Dr. Mulligan was living and working in The Netherlands directing two emergency departments and EM residencies at Erasmus University Medical Center in Rotterdam, and at UMC Utrecht, two of the first EM programs in that country, and contributed heavily to EM development in Netherlands. During that time, he completed graduate work in a Master of Science program in Health Economics, Policy and Law at Erasmus University in Rotterdam, Netherlands. Dr Mulligan is also an Extraordinary Senior Lecturer / Visiting Assistant Professor at Stellenbosch University in Cape Town, South Africa, a Visiting Professor at Hunan Provincial People’s Hospital, Hunan Normal University, in Changsha, China, and a Visiting Professor at Apollo GlenEagles Hospital in Kolkata, India.
He is a Board member of the American Academy of Emergency Medicine (AAEM), and the Vice President of the International Federation for Emergency Medicine (IFEM), the peak EM organization in the world. He has been active with IFEM since 2005. He is also the founder and Treasurer of the International Federation for Emergency Medicine Foundation, and the founder and President of the IFEM Institute. He is a co-founder and Vice President of the American Academy of EM for India (AAEMI), now an AAEM Chapter. He is the past-chair of the American College of Emergency Physicians (ACEP) Section for International Emergency Medicine and the ACEP Ambassador Committee, the past chair of the American Academy of EM (AAEM) Committee for International Medicine, a past chair of the International EM Committee for the American College of Osteopathic Emergency Medicine (ACOEP), and the co-founder of the International EM Fellowship Consortium (http://www.iemfellowships.com/). He is co-founder and past Board Member of the African Federation for Emergency Medicine (AFEM), and was a co-founder and Associate Editor of the peer-reviewed journal, The African Journal of Emergency Medicine. He is also a co-founder and executive editor of Emergency Physicians International magazine (www.epijournal.com). He is the author of over 80 peer-reviewed scientific papers, book chapters and other publications, including the IFEM Model Curriculum for Medical Student Education in EM, the IFEM Model Curriculum for EM Specialists, the IFEM Model Curriculum for CME/CPD, and co-author of many other peer-reviewed publications for the IFEM.
Over the last twenty years, Dr. Mulligan has initiated and participated in emergency medicine and acute care system development programs in over fifty countries. He has established and assisted in establishing residencies in Emergency Medicine, national and regional EM societies and federations, Fellowships in EM and EM subspecialties, schools for emergency nursing, training schools for paramedics, relief agencies for underserved areas, disaster medicine and disaster preparation, hospital disaster preparedness and hospital trauma system development all around the world. He has delivered over 1000 lectures, symposia and educational programs nationally and internationally for over thirty local, national and international EM organizations. In 2010, he was honored with the special award, “The Order of the IFEM” for “extensive and continuous commitment to the specialty of Emergency Medicine in his own country and for significant contributions to supporting the development and advancement of the International Federation for Emergency Medicine.”   In June 2012, he was nominated for the award, “Best Personal Contribution to Emergency Medicine in the Netherlands” by the Dutch Society for Emergency Physicians. In October 2012, he received the highest award from the ACEP International EM Section for “Individual Achievement in International Emergency Medicine Development”. Dr Mulligan was awarded the “International Emergency Medicine Leadership Award” by the American Academy of Emergency Medicine (AAEM) in 2015. He received an award for “Individual Achievement in International Emergency Medicine” by the ACEP Ambassador Committee in 2017. In 2017, he was also named an “Honorary Fellow of the Polish Society of Emergency Medicine”, one of only 6 historical recipients. In 2018, Dr Mulligan received a personal citation from the Minister of Health of Lithuania for “Leadership in Emergency Medicine Development” and for his contribution to Lithuanian Emergency Medicine systems development. He recently was awarded for his contributions to the Taiwan Society of Emergency Medicine. In November 2018, he received the ACEP President’s Award for Excellence in EM, and the AAEM President’s Award as well. In December 2018, Dr Mulligan was named a Fellow of the Faculty of Sports and Exercise Medicine, of the Royal College of Surgeons of Ireland and the Royal College of Physicians in Ireland.
